The Emergency Medical Hologram Program is designed as a temporary suppliment to the regular medical staff in the event that they are overloaded or incapacitated. It was not intended for sontinuous, long term usage.

The EMH Program was developed on Jupiter Station under the direction of Dr. Lewis Zimmerman. Zimmerman is who the EMH's image is modelled after. He was also assisted by Lt. Reginald Barclay, who worked on the Doctor's programming

The Doctor's database contains information from over 2000 medical reference sources, and he has the experience of 47 medical officers. It consists of more than 50 million igaquads of computer data and he is equipped with the medical knowledge from more than 3,000 cultures.

The Doctors program is adaptive and new models can be added as they are developed and needed.

Being a hologram, the Doctor cannot go anywhere without the use of holo-emitters. This did confine him to the sickbay and the holodeck, however, this problem was solved with the use of a portable holo-emitter that was obtained in 1996, using 29th century technology, which he wears on his arm.

The Doctor went on his first misison on Stardate 48693 when he was needed to rescue Harry Kim from the holodeck during his simulation of Beowolf.

The Doctor has fallen in love with a Vidiian, Dr. Denara Pel, whom he tried to treat for the Phage. He has also had feelings for Seven of Nine.

He created himself a holographic family on the holodeck, so that he could experience family life, however they turned out more like the Brady Bunch.

The Doctor has trained, and guided first Kes, and now Seven of Nine, who is he is teaching the finer points of humanity. It was this closeness to the former drone which made him realise he was attracted to her.
